The California Health and Safety Code (HSC) requires that on the date of sale all used manufactured homes, mobilehomes, and multifamily manufactured homes be equipped with an operable smoke detector installed in each room designed for sleeping. HSC also requires that on the date of sale all used manufactured homes, used mobilehomes, and used multifamily manufactured homes will have all fuel-gas-burning water heater appliances seismically braced, anchored or strapped pursuant to existing codes. A declaration may be signed within 45 days prior to the date of sale stating that these requirements have been met. Upon transfer of title, Sections II, III, IV and V of this form must be completed and submitted to the Department of Housing and Community Development along with the appropriate titling documents. This certification must be provided to the Department of Housing and Community Development each time title to the manufactured home or mobilehome is transferred as a result of a sale.
